This is a NEW OLD STOCK replacement Dial Ring Insert. It is designed for the Seiko 5 6119 7160 Sports Chronograph range. It measures 33mm in diameter. The Ring is a new old stock part but hasn't got its original packet so I don't know if it is made by Seiko or is an aftermarket replacement. The bottom and side of the ring has teeth so that it can rotate in the bezel and the number markers are raised. This ring was specially made to fit this model and is indeed a very rare piece. I bought these from a retired watchmaker and I only have a few, I'm not sure if I'll be able to get more.
